Singapore Telecom (SingTel) provides telephone services, international direct dialling worldwide, directory assistance, public phone services, mobile phones and pagers.

Land Lines

The process of putting in a new line will take five working days from the submission of the form.

Singapore Citizens/Permanent Residents must be at least 17 years of age. Those between the age of 17 and 20 may have one line per NRIC (national identity number) for local calls only.

Foreigners on a social visit pass must be 21 years of age, and must provide a tenancy agreement or document as proof of ownership of property in Singapore. A minimum deposit is required per line for foreigners with a work permit, social pass, student pass or a dependant's pass.

To apply for a telephone line

A telephone line can be applied for in a number of ways:

  • Call Singapore Telecom and ask them to fax a form

  • Fill in an application form at any post office or Singapore Telecom Customer Service outlet

To transfer a telephone line

When changing address within Singapore, transferring a line is quick and easy.

Note: a telephone line (or Direct Exchange Line, DEL) with Broadband service will require four to nine working days for removal, and the respective Internet Service Provider (ISP) must be notified of the change if there is Internet service tied to the telephone line.

To close down a telephone service

Residential customers  

  1. Call SingTel: 1609
  2. Fax a cancellation request quoting the telephone number, FIN number (Singapore Identity number) and a signature
    Fax to: 6796 1767

Business customers 

  1. Call SingTel:  1606
  2. Send a fax on an official letter or company letterhead with the telephone number, signature and FIN number (Singapore Identity number) and company registration number requesting cancellation.
    Fax to: 6737 5151

Note: A telephone line with Broadband service will require four to nine working days for removal and the respective Internet Service Provider (ISP) must be notified if there is Internet service tied to the telephone line.

Local and long distance calls can be made from card-operated phones, and local calls from coin-operated phones. Phone cards are issued by Singapore Telecom and can be purchased at all post offices, convenience stores and retail outlets throughout the city.

Mobile Phone Operators

There are age restrictions on signing up for a mobile phone contract. Check with each operator as each may have different requirements.

The following are needed to sign up for a contract mobile service:

  • a passport (valid for at least six months) and employment pass
  • current utilities or bank bill to prove a residential address

Prepaid mobile phone SIM cards can be purchased on completion of a form including an address at any of a large number of retailers, including all 7-eleven stores.

Internet Access

Singapore is the most wired country in Asia. Internet access accounts are available from any of the Internet Service Providers listed below. Rates and pricing schemes differ from provider to provider.

Document requirements on application are similar to those for a telephone line; a valid passport or an employment pass, utility bill or tenancy agreement. For Singaporeans and Permanent Residents only the NRIC number is required.

Dial-up and broadband services are available from all the suppliers mentioned, and wireless broadband is offered by StarHub and SingNet.
