I went to Xin Wang Hong Kong Cafe last weekend and I enjoyed their choice of desserts. It's located at the upper East Coast/Siglap area.

Been there a long time ago but I don't remember seeing a function room. Do they have it now?

Not sure though about the function room. But you can go in there during off peak hours and get a table. I only recommended it for the food.
